Farm laws: passed without division, repealed after a year of protest

What happened

In September 2020, three laws restructuring agricultural markets were passed by Parliament — first promulgated as ordinances during the pandemic, then cleared in the Rajya Sabha by voice vote while opposition members demanded a recorded division, a demand the chair declined. Farmer organisations, principally from Punjab, Haryana and western Uttar Pradesh, feared the laws would erode the mandi system and minimum support prices, and from November 2020 encamped in the tens of thousands at Delhi’s borders.

The protest lasted over a year through winter, the pandemic, and repeated failed negotiation rounds. Farm unions put the number of protesters who died during the agitation — from cold, illness, accidents and suicides — at over 700. In October 2021 at Lakhimpur Kheri, Uttar Pradesh, a vehicle in the convoy of a union minister’s son drove into a column of protesters; eight people died in the incident and the violence that followed, and the minister’s son was charged with murder and later released on bail while the trial proceeds.

What the official record shows

The Supreme Court stayed the implementation of all three laws in January 2021 and appointed an expert committee, whose report was never made public. On 19 November 2021, the Prime Minister announced the repeal in a televised address, saying the government had “failed to convince a section of farmers” and offering an apology. Parliament repealed the laws on 29 November 2021 — without debate.

Where it stands

The laws are off the statute book. The episode is a documented record of major economic legislation passed without recorded voting or meaningful consultation with those it affected, sustained for a year against the largest protest movement in recent Indian history, and then withdrawn ahead of state elections in Punjab and Uttar Pradesh. The protesters’ demand for a legal guarantee of minimum support prices remains unresolved.
